This annual report draws on the 80 inspection reports published between September 2002 and August 2003. It describes a prison system under enormous and continuing pressure as the prison population rose by 9 per cent during the inspection period. Issues of overcrowding and an increasing suicide rate amongst prisoners are of major concern. Almost two people a week kill themselves in prison, and they are the most vulnerable: often new to prison, with mental health and substance misuse problems. One in four women in local prisons self-harm; some repeatedly. The population pressure has meant that prisoners are transferred to whatever places there are in the system. The transience & volatility of the population making it more difficult to deliver effective skills and to sustain standards of humanity and respect. Many of last year's recommendations have however been implemented. Healthcare has shown much improvement; both local authorities and the Prison Service have begun to focus on their joint responsibility to protect children; and resettlement programmes are seeking to engage the outside world in the task of integrating prisoners into society. The special needs of women and those of racial minorities are also highlighted. |
