The Battle for Consensus
This study charts the course taken by the discussions within the North Atlantic Treaty Organization's (NATO) political and military bureaucracies, and maps out the debates within the military apparatus which have influenced the political process.
Shortly after the fall of the Berlin Wall, the symbol of the European revolution in 1989, work began on a new strategic concept for NATO.
